The UK-based Telegraph newspaper has obtained a copy of a proposed peace plan from the Trump administration for Ukraine, which has reportedly caused “panic” in Kyiv. According to the Telegraph, the plan, presented to Ukrainian President Volodymyr Zelenskyy last week, would “amount to the US economic colonization of Ukraine, in legal perpetuity” and impose “a burden of reparations that cannot possibly be achieved.”

The proposal would grant the United States half of the revenues generated by resource extraction in Ukraine, as well as half of all revenues from “all new licenses issued to third parties” in the country. Zelenskyy had previously explored the idea of forming a partnership with the United States for mineral extraction in Ukraine.
However, the proposed deal reportedly exceeds anything he has suggested to President Donald Trump in recent months. As the Telegraph reports, “Trump’s demands would amount to a higher share of Ukrainian GDP than reparations imposed on Germany at the Versailles Treaty, later whittled down at the London Conference in 1921, and by the Dawes Plan in 1924.”

Additionally, the Trump administration’s plan does not include any penalties for Russia regarding its invasion of Ukraine, which has led to hundreds of thousands of deaths in both countries over the past three years.
The proposal, if accepted, could significantly alter Ukraine’s economic landscape and has raised concerns about the long-term sovereignty of the country’s resources. The response from Kyiv remains uncertain, but the deal has already sparked fears of economic dependency and undue influence by the United States.

As the situation develops, Ukrainian officials are expected to evaluate the broader implications of the proposal while weighing the potential economic relief it may provide against the risks of long-term economic entanglement with the United States.
